After Pahalgam Terror Attack That Killed 26 Civilians, Government Calls All-Party Meet; PM Modi, Top Leaders Vow Tough Action

In the wake of the devastating terror attack in Pahalgam, Kashmir—which claimed the lives of 26 civilians—the central government has convened an all-party meeting on Thursday, April 23, at 6 p.m. The meeting will be chaired by Defence Minister Rajnath Singh. The attack, now being described as the most severe since the 2019 Pulwama tragedy, has prompted strong reactions from the ruling Bharatiya Janata Party (BJP), with top leaders pledging decisive action.

Ahead of Thursday’s meeting, the Cabinet Committee on Security (CCS), led by PM Modi, held a high-level review on Wednesday lasting over two hours. Attended by Shah, Singh, External Affairs Minister S. Jaishankar, and senior security officials, the CCS meeting resulted in a series of tough diplomatic and strategic responses aimed at Pakistan. These measures include suspending the Indus Waters Treaty, expelling the Pakistani military attaché, and downgrading diplomatic ties.

Defence Minister Singh described the attack as a “cowardly act” targeting individuals based on their faith. He reiterated the government’s “zero tolerance policy” on terrorism and promised that not only the attackers but also those behind the conspiracy would be brought to justice.

“This is a big turning point,” Singh said. “India is an ancient civilization with unshakeable resolve. Such acts cannot intimidate us. We are united, and the culprits will receive a befitting reply.”

Home Minister Amit Shah visited Pahalgam on Wednesday to meet the victims’ families and offer condolences. “India will never bow to terror,” he said. “This cowardly attack will not go unanswered.”

Prime Minister Modi, who cut short his official visit to Saudi Arabia in response to the attack, issued a firm statement on X (formerly Twitter):

The recent terror attack in Pahalgam has once again highlighted the urgent need for a firm stance against terrorism in India. While the government has pledged decisive action, the direction of future measures will heavily depend on the discussions and suggestions made during the all-party meeting. This incident has not only further strained India-Pakistan relations but also brought regional security concerns into sharp focus.
