Why has the person who sent the email regarding bomb blasts in Delhi schools not been arrested yet?

Bomb Threat In Delhi Schools Recap: Around 100 schools in Delhi-NCR reportedly received bomb threats via email on May 1. Police had also launched search operations in response to these alerts. Initial findings indicated that several Delhi schools had received similar threatening emails. In response to the hoax calls, the Delhi Government’s Directorate of Education had issued advisories to schools, instructing them to promptly inform the relevant district/zonal education authorities and Delhi Police.
Following the bomb threat incidents, the Special Cell of Delhi Police has filed an FIR against unidentified individuals under sections 120B and 506 of the Indian Penal Code. An update from Delhi Police suggests that today’s bomb threats targeting schools appear to be unfounded.
Reports suggest a single IP address was used to send the hoax email to schools. The email address used for the mail had a Russian domain, however, it is not yet certain whether the email originated from there.
Officials of Ministry of Information Technology and Cybercrime cell is in deep slumber which could not detect so far that who has sent the bomb threat hoax.
